Toll-free numbers are 10-digit phone numbers: (800) 412-3714. They work well for ecommerce businesses with 20k–30k SMS subscribers. And, they cost less.
Short codes are 5–6 digit numbers like 57124. They’re easier to remember, especially if you use keyword opt-ins (which are also part of every plan).

SMS is a highly regulated channel; subject to different rules, protocols, and carrier requirements.
The FCC (Federal Communications Commission) governs through two main laws: the TCPA and the CAN-SPAM Act. SMS also has a set of principles called CTIA Guidelines — implemented by a trade association representing the wireless communications industry in the United States.
For all its complexity, your CSM’s job is to ensure full TCPA, CAN-SPAM, and CTIA compliance while guaranteeing a high return on investment.
